Most importantly, the environment is a long-term partnership between the supplier, the customer and other stakeholders, which creates the work environment needed to support continuous improvements. In the public sector, there are a number of central public procurement entities whose objectives are the creation and management of framework agreements in accordance with EU public procurement directives  and which are available for use by designated public bodies. In the United Kingdom, for example, crown commercial service, municipal consortia such as Eastern Shires Purchasing Organisation (ESPO) and Yorkshire Purchasing Organisation (YPO) and consortia, in the areas of higher education and training: APUC (in Scotland), Crescent Purchasing Consortium (CPC),  London Universities Purchasing Consortium (LUPC), North Eastern Universities Purchasing Consortium (NEUPC),  North Western Universities Purchasing Consortium (NWUPC)  A common problem for adjudicator powers is having large construction programs, but gaps in expertise.
